I don’t think this is what he is trying to say. It seems more like he is saying that the impression of Turkey in Armenia is still painted largely by the genocide. Calling it a genocide in the statement makes this kinda null.

It would take two brain cells for Tom Barrack to understand that the reason Turkey denies the genocide is merely because it hasn’t finished the job.
I pray someone with connections tell this ambassador that it is not an impression. The Turkish deep state has never, not for one single minute, ceased aspiring to turkify or murder each and every Armenian. That’s what they have always wanted since 1915’s Special Organization. They’re fatalistic zealots in this respect.
“What happens if we compromise with the Armenians and end this issue?” asked President Özal. Oh right, he got killed for that and for proposing the Van project.
Prone to paranoia, malice, and zero sum thinking, it is the Turkish deep state’s impression that this ethnos (amongst others) should be converted or destroyed that is the problem, ambassador. And while they pretend it isn’t so in meetings with other states, that it is all some ‚misunderstanding‘, there is no evidence that their genocidal intent has in any way actually concluded.
As an ambassador the minimal qualification is to shrewdly understand the dark intentions of the country you are assigned to. It’s not like any of this is a secret.
And it’s not just Armenia, Barrack. All people of Armenian heritage ’suffer‘ from the fact we inhabit a world where Turkey celebrates, denies, and maintains that intent. It’s an inseparable part of their education and the manner in which their state molds their identity, having deemed it useful to their end goals.
Their state was never made to answer for their systematic and delusional brutalities. Brutalities that were discriminate with respect to ethnicities and indiscriminate with respect to groups and individuals within those ethnicities.
And what they fail to realize is that their brutalities ultimately slowed their state’s future growth and development. All the Armenians that survived and fled went on to contribute to the economies and technologies of other states.
