Every blue state needs to do this, NOW. It should have been done weeks ago if not even before.
While you’re at it, use the National Guard to stop any masked people claiming to be ICE agents. If they don’t identify themselves as ICE, how do we know they’re not just random human traffickers taking kids and families off the streets?
I believe it is completely justified for blue states to consider this an emergency and act accordingly.

With masks off, businesses should deny services to them as well. Hard thing with that is you would need names of people and a database to reference. So not likely to happen but one can dream.

Considering there’s no visual difference between a masked ICE agent and a masked murderer, their refusal to identify themselves should be met by police with up to maximum force. For all we know they could be kidnapping people specifically to kill them in a secluded area later, which isn’t much worse than what ICE is already doing.

Great idea, but how do you enforce it? I mean obviously the NYPD aren’t going to. They only like attacking vulnerable people. So who’s going to go up to 6 or 8 of these nazi fucks and say „Take off that mask“. What are they going to do? Arrest them? I imagine Trump and the justice dept are salivating at doing to New York what they’re currently doing to California.
