      so the idea is we publicly fund critical mineral processing in the hope that places like the US will buy from us at a steep markup instead of china because of national security concerns?

      It’s not exactly clear to me if these operations are not viable due to normal market forces or due to regulatory concerns.

      If it’s just regulatory concerns I think the Feds need to get these projects ready to go and then sell the permit and land to companies. They should theoretically at least get close to breaking even and it removes a ton of uncertainty for business.

      If they simply aren’t viable due to market forces that gets a lot more complicated. At that point subsidies will be required. Possibly in the form of long term contracts where they agree to buy X amount at Y price for twenty years.
