Note, a great many judges are appointed by the provinces. Provincially appointed judges handle the bulk of criminal cases.
All judges except Fed Court, Tax Court and Supreme Court (I might be missing one here, but I don’t think so, oh yeah the military courts, my bad!), operate in courthouses that funded and staffed by the provinces.
It’s really hard to create more judicial positions without the supporting infrastructure and staff to support them. This is a provincial responsibility.
