In the prime Star Trek timeline, there was literal subjugation and war in the 1990s, and the problems lasted until First Contact with the Vulcans in 2063… in his reality, the history if this era was far worse.
Not saying things aren’t bad now, and I’m not saying he’s wrong, but in-universe, Kirk knew Earth’s history, and lives in a time about 100 years after First Contact, an unbelievable time of peace on Earth, only brought about after the worst period in human history.

Yes I often wonder what a fictional character would think of real world scenarios. That’s the barometer we want to be going off.
