Wir gehen davon aus, dass es sich um ein Gitter handelt, aber (1) Was ist das kürzere Ding links und (2) Warum ist das Ganze so niedrig? Ich habe zwei davon in der Gegend gesehen und sie haben nie Pflanzen.

Classic rug beater. Larger carpets across the long steel pipe, smaller rugs have been placed on the small side table (which normally had a bunch of bars to support the rugs).
Torture instrument. Hang up kids from the neighborhood.
It used to be the social hot spot when I was a teen…
I once took a huge carpet to such one – but in another neighbourhood of the city since we did not have one, started to hit the carpet to dedust it – and some old lady called the police on us. Thankfully she shouted to us and told us so we had enough time to disappear.
