It’s a concrete wavebreaker
Obstacles to stop cars going where they’re not supposed to.
Tetrapod.
If you are brave enough it can have a lot of purpouses.
It is what it looks like, a concrete caltrop, a type of vehicle access denial object.
The pigeons and jackdaws are cuter, though.
These are temporary roadblocks for places where cars are not usually allowed. There are different kinds, some are shaped like pigeons.

Seriously, these are [wave-breaking tetrapods](https://en.wikipedia.org/wiki/Wave-dissipating_concrete_block) used as temporary car barriers. In their original purpose they’re actually pretty interesting technology.

The usage in streets to restrict traffic is a life hack 🙂 The blocks are probably cheap and available. However they are designed for marine construction, not civil road engineering.
