    1. *Submission Statement:* The Forum for China-Africa Cooperation (FOCAC) Beijing Action Plan (2025-2027) highlights China’s increasing role as a security actor in Africa, with increased military cooperation and arms exports. China has become a leading supplier of weapons to African countries and has significantly expanded its training and joint exercises with African forces. Through its Global Security Initiative, China integrates security assistance with political support to ruling elites, promoting its governance model while deepening its influence on the continent. However, these engagements have faced criticism due to arms falling into the hands of militants and the entrenchment of authoritarian practices in some African countries.

„As global geostrategic rivalries intensify, there are growing concerns that the enduring African demand for accountable and democratic government is increasingly being put aside in favor of transactional calculations last seen during the Cold War when security assistance was conditional on countries choosing sides.“
