It’s actually a license plate for export vehicles. The temporary short term plate looks very similar, though.
well here’s a question that hasn’t been asked since yesterday
A short time plate specifically made for exporting a vehicle into another country (red).
The numbers show the date that plate will expire.

It is a so-called „Ausfuhrkennzeichen“, I googled.
