Senator Padilla was in the federal building for a scheduled meeting, which was conveniently postponed as this press conference kicked off just down the hall. He was escorted to the room and stood by as Noem escalated her rhetoric, calling for the liberation of LA. Of course he responded. That was the whole goal—she wanted a reaction, and she got one.
She should have never been confirmed, if we’re honest with ourselves.

How can you be handcuffed without being arrested or detained? Was he free to defend himself against the FBI agents when they put the cuffs on him, or would that have been „resisting arrest?“ Was he free to go with handcuffs on?

Just issue a statement (or hell, even a tweet) saying that you are so sorry for the confusion and feel soooo terrible and would be happy to have you back to ask your question. Then just make a big deal about how glad you are the senators are at these public forums, asking questions, and how it was a big misunderstanding, yada yada.
