If you paid for 12 Mbps, it is normal. Otherwise, please post more details and don’t make people ask you.

Dunno where you live but you might want look up if fiber, cable or even just VDSL is available there.
Unfortunately it’s still a real pain to get a good internet connection in large parts of Germany.
