Joining the Conservative Senate Caucus at this point in the Senate’s life is an odd choice.
Senate is a completely different beast these days — the Conservative Senate Caucus is increasingly becoming a thing of the past and they serve little purpose.
Not sure what benefit he gets from joining them as opposed to joining another bigger Senate group, or simply sitting as an independent.

I still wish we had an elected/regionally appointed senate like was planned during the Charlottetown Accord. Feels like it would make the senate both more representative and not just federal appointees. The Charlottetown system would also be more transparent & less convoluted than the current Senate system.
