This also creates a direct link between our armed forces and civilians,  ultimately providing more incentive and support for defense spending.  

Pay attention now as this development requires no massive legislative reforms , expect Carney to want a quick Paralment session. More of this and Ammendments by his cabinet is what he wants , The CPC gets back burned as he shows progress before he enters the big ticket discussion items in the fall and next year.
