Trump just throws executive orders out to see what will stick. He has no idea whether what the order says is legal or not. That the people the order effects take it to court and determine that. It doesn’t cost him a cent. The federal government pays all the court costs. The people of the US pay all the legal costs.

So far they have shown they can revoke visas for no reason. They can refuse visa for all Harvard students. Few are going to risk being deported to attend.
