That man in the shirt was our previous National Football Team coach.
I don’t know the reason for someone having a t-shirt with that quote and image.
That’s a picture of Ricardo Salgado, a portuguese ex-banker who led one of the biggest banks into the ground causing a lot of people to lose their investments. He’s currently on trial for corruption crimes, among other.

Oh wow. Interesting! So he’s protesting or something
Carreguei no perfil do OP sem querer e levei com uma puta de flashbang…
I live in Sintra. Pretty aware of who this man is.
The guy wearing the shirt is named Ildefonso. For some reason, he decided to start a kind of protest right next to the equivalent to Sintra’s city council, where our local president works.
The guy in the Shirt is, likely, Basílio Horta, our current president.
Ildefonso makes several claims. That he has had cancer. That he has no house. That nobody cares about him or his situation.
I don’t know much about his personal life. I do know, however, that social services have offered him places to live. He was first offered a room in a shared place that he refused because he wanted a house. He was then offered an apartment, but he complained that the house wouldn’t have space for either a dishwasher or a washing machine (not sure which one). He basically refused the offers, although a house was his biggest claim.
He also used to have a somewhat famous guy, a former humorist/actor that covers local news in his own platforms (Guilherme Leite, owner of SaloiaTV), around him, supporting him and giving him the spotlight. However, even Guilherme Leite, who seems to hate the local President, got tired of Ildefonso, allegedly around the same time he refused the house that was offered.
Basically, Ildefonso seems to have some kind of issue with the local President that developed to become an obsession, a more severe psychopathology, or just his way of living. He’s a kind of scam that locals tend to despise because he makes a lot of noise with music, occupies the street protesting for no reason, and is often impolite or even rude.
Most of the stuff I’m saying are of course stuff I heard. Some of the stuff I’m sharing was allegedly shared by a local social service worker that tries to help Ildefonso but that also felt like he didn’t really need any help.
What I know, for a fact, is that Ildefonso does this like a job. He starts somewhere around 8am-9am, and leaves around 7pm. He then goes to local supermarkets and does some shopping. And eventually gets back the next day.
He seems to have money/resources to make these t shirts, to own personal vehicles.
So this and the fact that he usually looks pretty clean and „decently looking“ gives people the impression he’s there with some political motivation to discredit or annoy the current president. Some people go as far as to claim he may be supported by local politicians or political parties.
