Usually it is not a requirement and you show that you will look for university housing. The permanent address requirement is for when you stay in Germany. You will be given a D type visa which you can convert into a residence permit in Germany. VERY IMPORTANT: When you reach Germany register in the city office as soon as possible. Once you do that you can apply to convert it to a long term residence permit.
Regarding doing a PhD in Germany it might be a bit too late now but you have to know a few things about doing a PhD program.
This is specific to Germany. I believe that the situation is the same in France. Scandinavia also follows the docent system. It s very easy to get into a PhD program in Germany. Only a professor’s interest matters. However there is a catch. A PhD does not qualify you to teach. You have to have an additional degree, an Habilitation, to QUALIFY for a permanent position at a German university. 90% of jobs in academia are short term fixed contracts. The plight of highly educated Wissenschaftlicher Mitarbeiter who can t find jobs and the generally poor conditions for postdocs is a constant topic of discussion in Germany.

**Do a PhD in Germany ONLY if you are doing it in a highly specialized field that has industry demand.**
So begin planning right now. Learn German. Also keep an eye out for post doc opportunities. Don t depend on finding a job with the PhD if your plan is to stay on in Germany.
