Any direct attempt to muck with housing will inevitably get the fur up of multiple Provinces, some of which pretty much view the Federal government as their enemy and favorite whipping boy whenever their own screw ups, idiocy and utter incapacity to think further than next year’s budget catch up with them.

Local zoning, a power loaned to municipalities by the Provinces, being completely within Provincial jurisdiction, is the largest single factor in the incentivizing of high end housing. Sure there are other market distortions, but the one that leads directly to shovels in the ground rests solely with your local town hall and your Province whose version of the Municipal Act basically handed the keys to developers, real estate agents and Grandpa Simpson.

I just flat out don’t care about the middle class. I’m not there and I have little hope of joining it. I’m sick to death of every party catering to a shrinking demographic.
