    1. This is good thinking; I know its not exactly the same but the lower the number of direct reports a person has the easier it is for them to manage the relationships (Graicunas’s span of control principle).

      Also, a tiered structure may facilitate training jr. ministers to become sr. ministers.

    2. Not sure what the point of this is. Just have your 25-30 or so ministers all with the same rank and call it a day. There is a natural hierarchy among cabinet anyway. Finance, GAC, TBS ministers are in the tier below PM, followed by everyone else. No need to sow discontent by having ministers and ministers of state.
