I mean Cyprus is a small divided island
Almost all those nations were about the eastern block too
There used to be one before 74 between Famagusta and Lefkosia but they moved it to Turkey.
Montenegro, Kosovo, and North Macedonia were part of Yugoslavia and Moldova was part of the Soviet Union. Both of those were much larger economies than Cyprus that built railways throughout their territory. You could make the same argument about Cyprus being part of the British empire, which is apt and this is why we actually did have a railway. It became gradually unsustainable and we opted to invest in buses.
Also, all those states (Albania included) developed their railways primarily during communist rule when private car usage per capita was far more limited than in Cyprus, so more robust public transportation like railways made more sense to invest in.
Not that we shouldn’t have a railway, we definitely should, but it’s not a matter of the size of the economy. The history and to an extent geography of each country plays a bigger role.
And then there’s Greece where we hope we never had a rail system
Now show islands in the world that don’t have bridges connecting them to the mainland.
