Wirklich neugierig auf den Denkprozess (falls vorhanden), in die Fußgängerzone zu fahren und dann nur dort zu parken (wahrscheinlich weil sie aufgrund des Baus nicht weiter fahren konnten)

In some undeveloped countries they might think these type of plates give them the right to do these things. It is very good that the vehicle is towed so I hope they clearly understand the rules.
