No but processing of them is, because of the whole destroying the environment and workers vibe it brings to a local area.
The abundance isn’t the issue, the refining and processing is. Unless the West repeals their environmental laws it will be near impossible to build rare earth processing plants with current environmental policies in place. They could bribe a 3rd world country with very lax environmental policies and build processing plants there. However it would still be more inefficient as the infrastructure and supply chains need to be established as well.
As others have said, the processing is horrific for the environment and no one really wants to do it.
