Wir haben kürzlich Winterberg besucht und gestern habe ich diese beschleunigte Geldstrafe von 70 € erhalten, aber es gibt auch eine zusätzliche Geldstrafe von 28,50 €, die ich nicht verstehe, was genau ist. Kann jemand, der eine so gute Leitung erhalten hat, erklären, was das bedeutet?
Es gibt auch ein Formular auszufüllen, aber die Fragen sind super verwirrend. „Wer war der verantwortliche Steuerinspektor für Verkehrsverstöße?“ Sie bitten auch, eine Erklärung auf Deutsch zu schreiben, wissen aber nicht, was genau sie wollen! Ist es obligatorisch, dieses Formular zu senden?

Post the original, translator is likely messing up some stuff. I’m almost positive the original says something about „steuern“ which means both to be at the wheel, but also means taxing. In this case, they are probably asking you if you were driving, or if it was someone else and to provide their details in that case
Also post the other sheet with the $70 charge and the other one. It could possibly be a fine + administrative charges of some sort, but we cannot know without reading it
Post the original in german, so you can get better help. Obviously not the automatic translator is not doing a good job.

Normally the question is who was the driver if it wasn’t you.
The 28,50€ are fees („Verwaltungsgebühren“), not part of the fine. They’re this high because they had to do an international query for the car’s registration as well as sending an international letter.
You only have to send the letter back if you want to contest the ticket. If you just pay, no further communications necessary on your part.
Also, pro tip: post the letter without the translation too, as the translation isn’t really helpful as you already figured out (the last sentence really gets me – what’s not included is included)
If it would be vice versa, we would have to pay 2000€ in the netherlands i guess.
