Ps .. selbst kein Deutsch.

It’s that journalist’s opinion. The question is, does that journalist present any evidence to back up that claim? How credible is that evidence? What is the government’s response, and does that response at least make sense?
There have been more than one instance where the German police had tips or intelligence about dangerous individuals but they failed to proactively act on it and prevent an attack (the most recent one concerned [a Saudi right-wing extremist](https://en.wikipedia.org/wiki/Taleb_Al-Abdulmohsen) who is the main suspect in the Magdeburg Christmas Market attack).
It is extremely frustrating because on the one hand this is preventable human life loss, and on the other hand it becomes obvious that despite constant political pressure to increase mass preventive surveillance to an extremely invasive degree, the civil protection services are actually unable, for whatever reason, to act on existing intelligence.
That being said, there’s also many instances where the police has acted preventively. E.g. recently, they have arrested [a Russian citizen trying to enter Germany with the suspicion of preparing an attack on the Israeli embassy.](https://www.rbb24.de/politik/beitrag/2025/02/brandenburg-berlin-anschlagsplan-18-jaehriger-festgenommen.html).
I’m not aware of any public statistics of how often they fail to act on intelligence. I doubt this is something they will be willing to disclose publicly, but it’s definitely something I hope our new parliamentarians will ask our Minister of the Interior, as she is always very keen on proposing creative solutions for homeland security that test the limits of what’s constitutional.
There have been cases in Germany where authorities failed to act on a tip or warning in time, it’s not impossible. The 2016 attack on a Berlin Christmas market comes to mind.
