I think those are usually to count the amount of vehicles passing.
Cable to count traffic.
There’s an easy way to not be scared of radar. Just go the speed limits.
My uneducated guess is traffic statistic collection.
They count the number of cars passing. There’s two so that they can deduce the direction the car is driving in. They’re not currently used to measure speed.
Some kind of „numerator“.
You only find out if you go over 200/kmh over them

They are called amphometers, and they check speed (or could be just used as counters)
As others have said, it’s most likely a traffic counting device.
I wouldn’t worry about getting a fine from it, since there is no camera or alternative method to identify cars.
