The meaning is that we have 2 parties in Portugal: PS and PSD. These parties are ruled by corrupt people and are destroying the country for 50 years. The sign says that this has to stop now and this party, Chega, managed by very honest people, is the voice of the portuguese and nothing will stop them to reach their goals.

It means the pig symbolizes Socialism, and the fact every socialist his sucking from the socialism tits that must end.
It means that it is one of the most ‚insane‘ populist and sensationalist parties in Portugal, with rhetoric appealing to the illiterate, uneducated, and conspiracy theorists alike to vote for them. Because, you know, they will solve ALL of Portugal’s problems by stealing luggage and calling out names to people while at it. It seems to have worked over there to the west.
