Because it’s unpopular to go against the car culture in Luxembourg. Additionally, per policy we sell fuel cheaper than our neighbors, which implies that cars are welcome
The plebs don’t have the money to buy the latest Euro6 fat ass SUV of the size and consumption of a tank. They’ll be driving tiny old cars, that have a lesser certification (but which still might emit less, because they’re smaller and less fuel thirsty).
We need the plebs to do the poorly paid work in the country. And because they’re poorly paid, they can’t afford the real estate here, so they have to drive.
That is why, like Marie-Antoinette, we have to put up with the bad smells of the peasants.

I find that a non-issue.
There are percentage wise almost no old cars on the road.
And in countries where there are zones, when you live there and drive an old car you get an exemption.
