Underneath this metal piece in my hand there is a layer that feels like brown cardboard. What happens if I remove it? Can I reach the valve underneath? I need to completely disable this thermostat heater since it’s leaking water.
the brown thing is just a flat seal, you can peel it off carefully and will find the shutoff valve underneath, should be a hex key

The brown cardboard stuff is the gasket. you should be able to peel it off easily.
Most likely there is Water directly behind it, so you might flood your room.
I am actually astonished, that the water pressure did not push out the gasket already.
Not sure, if there might be a valve behind it.I am also not a Plumber.
