Drawing more water will just create more arid conditions and more wild fires. If there’s not enough water then there are to many people.

The „plasma channel“ on YouTube recently did a video about using high voltage electricity to massively improve fog water harvesting over traditional fog net tech. Not sure about the economics over „more bigger nets“ but cool tech for sure.
