Absolutely vital that the remaining time is used to comply with these recommendations as they would be vital for any further rapprochement with the West.
Is this at all related to the recent report of policemen raping that one guy?
Yes, they should stop accepting just any random schmuck into the police force. Most of them have no clue about the laws they are supposed to uphold and are constantly violating the rights of citizens with unlawful searches, detentions and such.
On top of that, they are mostly useless in combating actual crime, such as thefts and scams.
