Yea specifically that district is a bit problematic. It existed during soviets and up until 1992 when it broke up and joined other districts. It was reestablished in 2023.
As for reliability well… it’s not official so Wiki is at the good grace of whomever updates it. But I suggest and recommend using Azerbaijani Wiki of the same article as it has far more information and in general use the same tactics for reading fine geographical or administrative information about districts. You might wanna use an external translation or google translate however.
