It’s a figure of speech obviously. That’s 20.5% of the employed population. I think one in five is quite high a figure all things considered.
I’d say it’s a lot of people with good decrees when 12,7% have bachelors, 10,8 got masters and another 1,1 have doctoral… Not to talk about that you’ve to be atleast like 22-24 years old to even finish the education required for those, while your list is taking into account everyone older than 15 years old.
You’re looking at over 24,6% of people with bachelors or better education, if we follow the statistics you provided. (Edit: I was looking at 2022 statistics, 2023 you add another 0,8% to the total making it 25,4%)
Then if we nitpick further, older generations have old degrees that don’t count as bachelors or masters, but they have similar qualifications due to work experience alone.
People born in the 1970s were the most educated generation. At one point, Finland was among the most educated countries in the world.
But as vocational schools started emptying out, someone decided Finland has focused too much on higher education and need more hands-on professionals.
