Could be legit, but prices very high, just order online bro, way cheaper. Especially with the release of the 50 series, just wait a bit, don’t rush it bro, prices expected to drop.
More then a scam, it’s more likely an enthusiast trying to turn a hobby into a business. More then likely they don’t have the capital to keep SKUs stocked so they buy everything to order.
These ‚business‘ pop up every now and again and most fade out overtime. If you are persistent about buying locally I would suggest going with a more established retailer but honestly unless you really need a new GPU immediately I wouldn’t even buy online at the moment, give it a couple months until the GPU market clams down.
