      Just as an FYI, this is both part of Heydar Aliyev’s cult of personality within Azerbaijan and a reflection of Azerbaijan’s diplomatic efforts abroad. Almost every major Azerbaijani city has at least one monument of Aliyev, and the effort extends beyond the country’s borders; statues of him have been popping up all over the world for years. The first one outside Azerbaijan was unveiled in Kyiv in 2004, and since then, they’ve been placed in Istanbul, Bucharest, Tbilisi, Belgrade, Cairo, and even Mexico City (though that one was removed after public backlash). This isn’t the first one in Russia. These statues are often tied to Azerbaijan’s diplomatic efforts and financial contributions to local projects, rather than organic admiration for Aliyev himself.
