USAID money buys food (usually from American farmers) and sends it to places in need, like Africa. It is also used to fund vaccine programs and to prevent the spread of infectious diseases. I’m not sure where the money goes in Malta specifically.
According to the link you shared, it looks like organizations that help refugees passing through Malta receive aid. Some also goes to health organizations to administer vaccines. It’s hard to tell exactly what the money goes for without an audit.
USAID money is being stopped unless it directly benefits the American taxpayer as it should. Any money leaving the U.S. going forward has to have a Return on Investment. No more money for nothing. The buck stops at the border.
