Ukraine and USA have reached an agreement to establish terms and conditions for a reconstruction investment fund, with another agreement to follow in order to establish and operationalise the fund. The agreement stipulates that 50% of future earnings from resource extraction will be transferred to the fund which may be reinvested to support the development of Ukraine, but it does not set a host, target, exact distribution or duration of the fund. Presumably, those will be negotiated after the terms and conditions are agreed to.

Edit: basically, the United States have secured 50% of the revenue to the fund, and the future agreement is to determine who gets to determine how that contribution is to be reinvested and under what conditions, which can be a very contentious topic. It already indicates in away, that funds should promote monetisation of Ukrainian “assets”. So the game is for this fund to operate as a facility to increase access to minerals and extractive capacity. It’s purely a business deal basically.

Ah yes, another grand diplomatic gesture with no real teeth. No binding security guarantees, no firm financial commitments—just a vague promise of a fund Ukraine is supposed to pour half its future resource revenues into. Meanwhile, the actual benefits? TBD.

With U.S. politics in flux, this “agreement” is more of a suggestion than a binding deal. If Ukraine decides it’s not getting what it needs, there’s nothing stopping them from shelving it like so many forgotten international pledges before.
