Is it common that a mayor has a bodyguard in Armenia. In Holland not even the PM has a bodyguard and did ride his bike to work unprotected.
People that are treated by criminals or terrorist should get protection from the state/police/government and that would be legal.
But a mayor that has a private bodyguard that smells like a criminal enterprise his is having
