No. Malta is pretty dirty. Streets and especially smaller towns have a lot of trash. UK isn’t especially clean either, London streets can be grimy and dirty. I do agree though that Luxembourg, Switzerland, and Iceland are very clean. How do they even measure this?

I’ve been to a lot of countries but I’ve never seen anything that even comes close to Japan in terms of cleanliness. I would also argue that South Korea is way to low but I’ve only been to the capital.
I think most of the top countries are around the same in terms of cleanness.
