      “We’re carefully examining various measures to maintain this positive trend in birth rates,” a city official said, speaking on condition of anonymity as per government protocol.

    2. Uhh, why tie this to marriage and not childbirths? Not saying incentivizing marriage is a bad thing, but surely if the concern is population you would provide the bonus in the event a couple has or attempts to have kids.
