I can’t take this proposal (or at least this write up) seriously. They mention cooling super computer on earth being hard and expensive as a reason to go space, when cooling in space will be much much harder.
Dissipating unwanted heat without matter around to soak it up is a bigger challenge than doing it on earth with water or even air…. It was a huge engineering feat for the ISS.

Computers generate a lot of heat and the article does no real work with a solution.
It would also be a disaster for maintenance and repair.
