Wrap it in a bit of concrete and it’s a functional cooling tower. This is pretty much how they are made.
Without the concrete it apparently passes as art

doesn’t look very pretty but i blame that on the cars and street and surrounding buildings. The thing it has really going for it is the tram traveling through it as seen on the Wikipedia page someone else posted.
It is called the Effnermonument on the Effnerplatz. You can google the rest 🙂
