In Georgia, writing on banknotes is **not illegal** as long as it doesn’t obscure essential details like denomination or security features. The National Bank categorizes banknotes as follows:

**Category I** – Perfect condition, fully valid.

**Category II** – Minor damage (stains, small tears, _handwritten inscriptions that don’t obscure important details_) – still valid for transactions.

**Category III** – Significant damage (faded color, taped together, missing parts) – valid but businesses can refuse them; banks must accept.

**Category IV** – Severely or intentionally damaged (burned, torn apart, unrecognizable) – may not be accepted anywhere.

Since Category II banknotes remain legal tender and must be accepted, writing protest messages is allowed.
