They are out gunned in the region, it is a better strategy than getting dragged into conflicts that just drain vital resources.
This is what I said was probably his strategy a couple of weeks back (when he brushed off Aliyev’s comments about Western Azerbaijan). He’s refusing to play the usual game. It looks great to people outside of the country.
Granted, I’m sure the people who don’t like him in the country think he looks weak/makes Armenia look weak, but really he’s refusing to be baited or provoked.
