What a mess. Here is how I would read it when following the rules.
Everything above the dead end sign applies to the C3 sign above but then it is still a mess. So forbidden for all traffic except bicycles but that exception only applies to the hours below it.
Then the road is a dead end except for people who live there.
It makes absolutely no sense.

Strikt genomen geld het „uitgezonderd bewoners“ bord op het deel van doodlopende straat. Maar, zover ik weet, heeft dit bord niet de mogelijkheid om dit onderbord te mogen dragen. No idea. If I see such an amount of signs, my initial reaction is to not drive any further.
It also seems forbidden for Vans wearers.

I would read this as:
* bikes allowed at all times
* cars only at the hours specified
* further down the street there is another C3 (or another type of blockage) where only people who live there are allowed.

And i was raving over just the sign and plaatselijk verkeer. If i see that on my next attempt i’ll just give up.
