Could you provide context, or do you prefer we guess around and just throw out some opinion on what we think based on vague assumptions?
In Scandinavia almost no legit jobs are hiring via Whatsapp. This is 99% a scam. Can I ask what job it is?

Something tells me you’re getting scammed. Even with this little context. This screams scamming.
Any time anyone wants money from you before you get anything from them, it’s a scam.
It looks like you’re being asked to pay $165 as an up front fee to someone who says that they’ll arrange your visa and give you free flights, accommodation and classes.
Assuming that they’re offering you a job in Norway, this is completely unusual and looks very much like an attempt to scam you out of $165 dollars. Genuine employers will pay you money to work for them.
