In Scandinavia almost no legit jobs are hiring via Whatsapp. This is 99% a scam. Can I ask what job it is?

Any time anyone wants money from you before you get anything from them, it’s a scam.

It looks like you’re being asked to pay $165 as an up front fee to someone who says that they’ll arrange your visa and give you free flights, accommodation and classes.
Assuming that they’re offering you a job in Norway, this is completely unusual and looks very much like an attempt to scam you out of $165 dollars. Genuine employers will pay you money to work for them.
