Ich habe das heute Morgen am Flughafen gesehen. Ich befürchte, dass es heute zu langen Warteschlangen und Verspätungen kommen wird, wenn dieser noch geschlossen ist, der andere Automat war geöffnet.
Ist das eine regelmäßige Praxis?

Every line needs a minimum of staff. Also the airport knows how many voyagers will come in a period of time, so they try to adapt to that. Unfortunately you always have things you cannot plan for, like sick leave or undisciplined passengers, who slow down the lines.
It was open earlier today when the lines were very long. Looks like they are adjusting based on schedule.
