Is the idea that some countries are more developed than others controversial? I don’t think so.

Is the idea of preferring immigrants from more developed countries controversial? I mean they are generally going to be better educated and have an easier time adjusting to life in America. Maybe we consider the top 5% of talent from developed countries and the top 0.5% from underdeveloped countries. Obviously when Trump says it, it is about race. But in general the concept would be sound under someone other than trump.
