Overall, it looks great, and I believe every region should have an emblem, coat of arms, or banner. I particularly like some of them, like Ganja’s. If I’m not mistaken, you took inspiration from the Elezavetpol coat of arms, which is a nice touch. But , I find the one for Baku, and a few others, not that good. For Baku, the top element feels unnecessary, and the flames are too simplified. I’d prefer something more like the Russian Empire or Soviet Union times style. I like that you chose the black background rather than the current blue and red flames. It might also be better to add more historical references in some designs. For example, the current Ganja coat of arms would be more authentic if it were refined properly. It carries the legacy of Ganja’s khanate, symbolizing the resistance against Russian forces during the khanate period. Your version, based on the Elezavetpol emblem, doesn’t quite convey that history as strongly
I think Japanese style flags/coatofarms would be more suitable. There are similarities between Japanese monshos and turkic tamghas

The current one for Ganja was made up by a guy from Wikipedia, inspired by the flag of Ganja Khanate. I love it. This one for „Ganja-Qarabagh“/Ganja region is clearly inspired by Yelizavetpol Governorate, screw that, where has your cringe post-colonialism disappear?
