I would accept Württemberg as Nr.1 if they were separated from Baden, but since you are not you can’t be Nr.1.
And Hamburg can’t be Nr.1 or 2 since it’s Northern Germany.
So in a proper list Nr.1 should be Bavaria without any doubt.
Northern Germany is not a Bundesland, whereas Hamburg is a city state, so the equivalent of a Bundesland.
