Scam.
Your gut, unfortunately, seems to be spot on. This is scam, with the goal of getting people’s ID to then use them to make other scams seem more credible.

This particular one has showed up a few times lately. They link to a fake „agency“ where you can skip a queue for viewing the flat by paying money, and where the flat is given to the first person who views and wants it (which is hilariously not how it works).

Trying to find evidence why something you recognise as a scam *isn’t* a scam is what gets people scammed.
