You can take any train on the route you purchase for the train type you purchase or cheaper. Option 1 will let you take either option. Option 2 doesn’t allow you to take option 1. ICE is a more expensive type than IC.
No choice 2 is ICE to Mannheim and there you have to change into an IC train. Which is not as fast, not as comfortable etc. but for 30€ difference I’d recommend option 2 if you’re on a budget. Option 1 would be more convenient since it’s just boarding in stuttgart and offboardibg in cologne.
Tldr Option 1 is 1 train from Stuttgart to Cologne
Option 2 is 2 trains one from stuttgart(ICE) and one from Mannheim(IC).
Can you give us a time/date for your travel.
Is one of the ICE maybe a sprinter (demarked ICEs)? Those cost an upcharge.
